Spring Lantern Festival / Yuen Siu 9 Feb Mon - not a public holiday
Ching Ming Festival 4 Apr Sat - a public holiday but most people wouldn't be working anyway so a "wasted holiday"

Chinese Mid-Autumn Festival / Moon Festival 3 Oct Sat -- this year is a little strange.  Normally the public holiday is the day after the night when lanterns are shown (so we can all sleep in).  But in this year that would be Sunday, a day of rest anyway, so for 2009 actual day/evening which is the Lantern Festival is a pubic holiday.

Notes: Gazetted holidays, e.g. the official public holidays decided by the Government of Hong Kong, have been checked with the official list. The Chinese Festivals which depend on the Lunar Calendar can also be calculated in advance which I have done here where possible.
