On wikipedia, it says that it is a SAR (Special Administrative Region ) It therefore belongs to the machine but can we say that Hong Kong is a city-state in the image of Singapore?

Well in a sense it is similar to a city state, but I don't think most people think like that. Increasingly Hong Kong people are conscious of being part of China. So this is a Chinese City!
