There are actually many different Dragon Boat races in Hong Kong, on and around the official festival which is on the 23rd of June this year.

Stanley, where the famous Stanley Market is located, is a great place for tourists to go to watch races as there are many English speaking people there, including as participants. Smaller more local places it may be harder as all the announcements, signs etc, would be in Chinese only.
