That would depend on which race you are interesting in participating in. There are many separate local and international races each year.

You can try checking with Hong Kong Dragon Boat Association who manage many, but by no means all, of the dragon boat roaces in HK. Check out their web site at http://www.hkdba.com.hk/

Other races are organised by the

The Hong Kong Island Paddle Club: http://www.hkipc.com

Hong Kong Navigator Sports Club: http://hknsc.fateback.com/

World Dragon Boat Race Festival : http://hknsc.fateback.com/

And this isn't even including the more local ones like the Lantau, Lamma Island and Cheung Chau ones.

Then of course there are the international ones run by the International Dragon Boat Federation ( http://www.idbf.org/ ) which are not always in Hong Kong, but are in 2012.

Dragon Boat racing is fun but I can't say that detailed organisation or coordination are key features of the events!
