I presume you mean on Valentine's Day itself? That's a bit hard actually because VD is highly commercialized in HK and every restaurant is doing an over-priced special with heart shaped desserts and a flower for the lady!

Cozy and romantic is also not conducive to good views here. Only top floor expensive restaurants have good views, and they tend to be large.

It is too early for the special packages to have been published so I can't give you any real specifics.
